With reference to a memorandum dated September 4, 1841 from the Commanding Royal Engineer in Canada, a petition from lock labourers on the Rideau Canal for an increase of pay. Response from G. Butler confirms that following discussions between the master general and Board of Ordnance, the pay of the paid labourers, temporary as well as permanent, be increased during the season of navigation. The master general and board also decided it was best to decrease the numbers of permanent labourers during the winter season to better accommodate the pay raise.
